On 14 July 1928, in a field at Bonnyfield near Falkirk, a gang of riggers bolted together Britain's first electricity pylon. The design had been chosen the year before by Sir Reginald Blomfield, a classical architect hired for a purpose that tells you everything about the country then and now: the steel was going to march across 4,000 miles of landscape, somebody was going to hate it, and the Central Electricity Board wanted the most beautiful version of the thing people would hate. Blomfield picked a slender lattice tower with a faint Egyptian taper, and everyone borrowed the word from Greek for a monumental gateway: pylon.

What followed was the biggest peacetime construction project Britain had ever attempted. The 1926 Electricity (Supply) Act had found the country running on more than 600 separate electricity undertakings, different voltages, different frequencies, direct current in places, and created the CEB to wire the best power stations together into one national gridiron. Construction began in Central Scotland in early 1928. The last tower of the main system went up at the edge of the New Forest in September 1933: 4,000 miles of line, 26,000 towers, 60 river crossings, in 5 and a half years, through the Depression, on budget and ahead of schedule.

The objections were loud and grand: Rudyard Kipling, John Maynard Keynes, and Hilaire Belloc campaigned against the pylons; the Council for the Preservation of Rural England fought them line by line; and in 1936 the Lake District staged a small pylon war. The CEB heard the objections, used its statutory powers, and built anyway. In October 1937, engineers ran the separate regional grids together overnight as an unauthorised experiment to see whether a single national system would hold. It held. It has held ever since.

Nearly a century later, on any windy night, the same machine performs a ritual its builders would not believe. The wires that carry Scotland's wind power south fill up, so the system operator pays Scottish wind farms to stop generating, and then pays gas stations in the south to start generating the electricity the wind was already making for free. Consumers pay both sides of the trade. In 2025-26 these constraint costs came to around £1.9bn, and they were 71% of Britain's entire balancing bill, up from 44% 3 years earlier.

The asymmetry is what is often missed in the coverage: turning the wind down cost around £350m, while the replacement generation, mostly gas, cost over £1bn, so the expensive half of the absurdity is the dirty half. In fairness to the wind farms, their share was about 24% of the total, and it is compensation rather than a bonus; they pay for a transmission service they are contractually owed and are not receiving. None of it appears as a line on a bill.

It is folded into the standing charge, which is why almost nobody knows they are paying it. The same storm reaches your kitchen wearing the opposite sign: on the wildest nights, households on dynamic tariffs watch the unit price go negative and get paid to run the dishwasher, while 400 miles north the same system pays turbines to stand still in the same wind.
It truly beggars belief.
The problem underneath is movement. Wind became Britain's largest single source of electricity in 2024, around 30% of the mix, and most of it is generated in Scotland and the north while most demand sits in the south. The 2 key boundaries on the map, B4, where Highland wind funnels into Scotland's central belt, and B6, where Scotland's power crosses into England, were constrained by 42% and 34% in 2025.

The money has followed the geometry with a compound curve: the first constraint payments to Scottish wind farms, in 2010, totalled £174,000 for the year. By 2016 it was £85.4m. It is now £1.9bn in total constraint costs, and the National Audit Office says that without concerted action it could reach £7.8bn a year by 2030, roughly 4 times today's burden, all of it the price of electricity that exists and cannot get to you.
The plan to fix it also exists. Roughly £150bn of investment is now planned across Britain's electricity networks on the Guardian's accounting, Ofgem's narrower figure being £70bn between 2025 and 2031, and at its centre are more than 4,000 miles of new and upgraded lines, which requires Britain to build around 5 times more transmission by 2030 than it built in the previous 30 years. The National Energy System Operator identified 80 projects as necessary. 16 are complete. Of the 11 it specifically named as needing acceleration, the NAO found significant acceleration in none; some projects are already forecast past 2030, and the report's verdict on the whole programme is "very challenging," with the head of the NAO adding the sentence that connects the wires to everything else: without them, the grid lacks the capacity to connect new housing and new data centres. The homes wait on the pylons too, and so does everything larger: Britain already carries some of the highest industrial electricity prices in the developed world, and every year of grid delay is priced into every factory gate, and into every data centre that chooses Dublin or Texas instead.

Two programmes, then, a century apart, and the comparison is not flattering. In 1928 Britain built 4,000 miles of transmission in 5 and a half years, with hand tools, wooden scaffolding and an economy in collapse, ahead of schedule. In 2026, Britain, with helicopters, computers and the richest capital markets in its history, calls the same mileage by 2030 very challenging and is already behind. The engineering has only improved. What changed is everything around the engineering. The CEB could hear Keynes and Kipling out and then build through their objections with statutory wayleaves; the modern programme must consent every mile through planning processes in which the objection is local, immediate, and organised, while the benefit is national, diffuse, and years away.
A wind farm gets built because somebody owns it and profits from it. A transmission line is a road: everyone needs it, nobody owns the benefit, and every field it crosses contains a person with a lawyer. The bigger change deserves naming honestly. The planning defences that now stop the grid were built, one by one, by the generation that had things built through them, each protection individually just, the sum a country that cannot construct. Britain has not suffered a failure of ambition; it is living with the success of its defences, and the mechanism is constant: a country stops building when the benefit reaches strangers, and the cost reaches neighbours, because the neighbours organise and the strangers never do. The constraint payments are the running cost of that arithmetic, £1.9bn a year for having built the cars and not the roads.

The modern pylon war has a front line, and it runs through Constable country. Norwich to Tilbury: 111 miles of new 400kV line on around 510 pylons of 50 metres, carrying the offshore wind that lands in Essex, buried for the stretch where the route crosses Dedham Vale, the landscape Constable painted, and overhead steel nearly everywhere else. Against it stand 26,000 people, 14 MPs and 3 county councils; Suffolk's councillors call the scheme the uncoordinated decimation of their county and commissioned a study arguing it could wait 5 years for an offshore version; the local MP's formulation is the objection economy's honest voice, strong support for energy security, but not transmitted this way. National Grid says the offshore alternative costs 4 times more and that delaying to 2034 runs about £1bn worse for consumers, much of it, the loop closing neatly, in constraint payments. The examination closed in August; the Secretary of State is expected to decide in February 2027.
A price-based fix existed, and Britain examined it for 3 years and declined it. Zonal pricing would have split the single national electricity price into regional ones, making power cheap where it is abundant, which would have pulled demand north toward the wind, priced the congestion honestly, and, on modelling FTI produced for Octopus, Britain's largest supplier, cut bills by £3.7-5bn a year while avoiding nearly 3,000km of the planned build. In July 2025 the government chose to keep the single national price, citing simplicity and investor confidence, and the argument on that side is real too: splitting the price splits the certainty, and uncertainty raises the cost of the capital that builds the wind farms in the first place. The decision may even have been right. What it means, though, is that Britain considered pricing its way out of the problem and chose instead to build its way out, which makes the 4,000 miles a national decision, and the NAO's report a progress check on that decision, and the current answer is 16 out of 80.

Meanwhile, the absurdity has become a market. Batteries cluster at the constrained boundaries because congestion is an income; traders arbitrage the gap between the wind that stops and the gas that starts; an analytics industry sells maps of the chaos by subscription. None of this is corruption; all of it is rational, and it is worth noticing what it means: the constraint economy now has participants whose business is the problem persisting, and none whose business is the problem ending. The £1.9bn is not vanishing into the air. It becomes somebody's revenue, as it always does when a bottleneck stands long enough for people to build livelihoods against it.
Your own line in this ledger is specific. The grid portion of a typical household bill is £44 this year, and heads for £104 by March 2031, and the honest version of that increase is more interesting than the angry one: Ofgem's arithmetic says the building programme adds about £60 to network charges by 2030 and still leaves you about £30 better off than the alternative, because the constraint costs of not building compound faster than the construction costs of building. The steel is expensive. Without steel is more expensive, and you are paying for it right now, invisibly, inside the standing charge, at £1.9bn a year and rising.

Bankside Power Station was fought just as hard in its day, an oil-fired station rising directly across the river from St Paul's, and the answer then was the Blomfield move repeated: Giles Gilbert Scott, hired to gentle the machine into the skyline. Today it is the world's most visited modern art gallery, the Tate Modern. One of the men who commissioned it, by family record, was Harold Valentine Pew, CBE, a lifetime inside the electricity boards, and his great-grandson writes this letter, from a house among exactly the sort of fields the new steel would cross, with a first instinct that belongs to Kipling: 4,000 miles of pylons through that country would be an abomination.

The pylons Kipling called a desecration now have a preservation society, and everyone, this writer included, stopped seeing the 26,000 towers already standing long ago. The instinct is real; it is shared by every community on the route; it deserves respect rather than sneering, and it costs £1.9bn a year, rising toward £7.8bn, paid mostly by people who will never attend a planning hearing. Burying the lines instead runs to several times the overhead cost, a real option with a real price that would also land on the same bills. No version of this has free wires. The only choice is which cost to pay, and Britain is currently paying the one that buys nothing.
The country used to know how to do this, and the proof is the machine humming around you as you read. In October 1937, a handful of engineers connected the regional grids into one system overnight, without authorisation, because they were confident it would work, and it did, and 90 years of everything since has run on their evening's initiative. The pylon at Bonnyfield went up in a field in 1928 over somebody's objection, and by 1933 the lights it fed had reached towns that had never had them. The wind is blowing tonight somewhere off Scotland, the turbines are turning, and some of them are being paid to stop, and the electricity Britain needs already exists. It is waiting, as it has been for years now, on the steel, and the steel is waiting on us. A century ago this country looked at 4,000 miles and saw 5 years' work. The measure of what it has become is that it now looks at the same distance and sees an argument.
