Every Monday morning, for 48 years, a woman climbed the hill at Greenwich carrying a pocket watch older than her grandmother. At the Royal Observatory she would hand it over, wait while it was checked against the master clock, receive a certificate stating its error to a fraction of a second, and then walk back down into London to sell what she was now carrying.
Her name was Ruth Belville, the watch was called Arnold, built in 1794 for a duke, accurate to a tenth of a second, and her customers, the clockmakers and banks and gas companies of London, paid an annual subscription for a weekly visit, during which they were permitted to look at it, check their own clocks against it, and hand it back. Some of the finest firms in London paid good money, every year, for a weekly glance at a watch.

Her father had invented the trade in 1836, an assistant at the Observatory whose superiors were tired of clockmakers knocking on the door to ask what time it was, and who turned the knocking into a round: 200 subscribers, visited weekly, the time delivered by buggy. When he died in 1856 his widow was refused a pension, so she carried Arnold for the next 36 years, and when she grew too old her daughter took the watch and kept walking, 12 miles on foot in her eighties, through the arrival of the telegraph, the telephone, the wireless, and the speaking clock.
A rival firm selling time by electric signal ran a smear campaign against her in the lecture halls and lost; from 1852 the Observatory itself hung a free clock on its own front gate that anyone could walk up and read, and her subscribers kept paying anyway. She retired in 1940, at 86. The Belvilles sold the time, hand-delivered, for 104 years, and the trade outlived them. Everybody pays for it now, and nobody has ever stopped.

Because time was once the most public good there was. For the whole of human history until the 1840s, noon was a fact about where you were standing: the sun at its highest, verifiable by anyone willing to look up, no instrument required, no authority consulted. Every town in Britain kept its own time because every town had its own sky. Bristol ran 11 minutes behind London, Bridgwater 14, and none of them was wrong, because there was no such thing as being wrong. The time was the one measurement on earth that arrived free, to everyone, from above, and could be checked by a child.

Mental
Then the railways made the skies incompatible, and in November 1840 the Great Western Railway ordered every station on its line to run on London time. Within 15 years nearly every town hall and church in Britain had followed; Parliament did not get round to making it law until 1880, which means the country spent 40 years running on a private company's clock. London time was no truer than Bristol's. The sun did not favour Paddington. What the railway established was agreement, and agreement is the entire value of every standard since, which carries a consequence nobody voted on then and nobody has voted on since. Whoever sets the agreement holds a small sovereignty over everyone who keeps it, and the sovereignty is real even when the standard is arbitrary, because from the moment the clocks aligned, being late stopped being a dispute and became a fact.

Not everywhere went willingly. In Bristol they reached a compromise that still hangs on Corn Street: the Corn Exchange clock, and it has 2 minute hands. One keeps London's time, the other keeps Bristol's, 11 minutes adrift, so that a Bristolian standing on the pavement could watch the gap between the sun's opinion and the railway's, a city keeping its own time in public, losing politely, 11 minutes at a time. In Exeter, the historians? record, the Dean refused outright, on the grounds that the cathedral had kept the city's time for centuries and did not propose to hand the job to a timetable. He lost too. Everyone lost, everywhere, and in October 1884 the losing went global: 41 delegates from 25 nations, summoned to Washington by the American president, voted 22 to 1 to run the whole planet's time through a suburb of south-east London.

France, having proposed a neutral meridian through the Bering Strait or the Azores and been declined, abstained, went home, and held out for 27 more years, and when Paris finally capitulated in 1911 it did so under a name that deserves to be framed: French law adopted Greenwich time as "the mean time of Paris retarded by nine minutes and 21 seconds." A great nation's sulk, written into statute. Mile zero of the entire earth runs through a park in Greenwich because Britain's railways and Britain's shipping got there first, and the sun, which had governed every human day since our species began, was retired from the post without a vote of thanks. Savour, too, where the post itself ended up. The master time the world's clocks now chase, coordinated universal time, is assembled at the International Bureau of Weights and Measures from a weighted average of hundreds of atomic clocks, and the Bureau sits at Sèvres, on the edge of Paris. France lost the vote, sulked for 27 years, and ended up keeping the time anyway. Greenwich retains the line on the map and the tourists standing astride it. The second itself is administered from a Paris suburb.

What replaced it was a different commodity altogether. The historian E.P. Thompson wrote a famous essay on what the factory clock did to work. Before it, you sold the task: the harvest brought in, the cloth woven, the job done when it was done, by daylight, at the pace the work demanded. Even sleep was task-shaped. The historian Roger Ekirch, combing court records and diaries, found that pre-industrial Britain slept in 2 shifts, a first sleep and a second, with a waking hour between them for prayer, talk, mending, or the animals, because cows have never kept office hours.

Factory time consolidated the night as it consolidated the day: one block of sleep, one block of work, a human life squared off into a schedule for the first time in 10,000 years of farming. After it, you sold the hour, and the hour, unlike the task, could be measured by somebody else's instrument, on somebody else's wall, docked and fined and shaved at the margins by a clock nudged forward in the morning. The timepiece, Thompson observed, became the poor man's bank, the first asset a working family saved for, because owning the means of verification was the only defence against a measured life.

An Orrery of Errors
Later historians, Glennie and Thrift among them, have complicated his story; clock-sense in Britain was older and messier than he allowed, but the documented practices stand, and so does the conversion: once time was standard, time became the unit of labour itself, and everything since, the shift, the rota, the hourly rate, the zero-hours contract, is commerce conducted in a currency that did not exist before the clocks agreed.
The gift, in fairness, was enormous: standard time is one of the great free miracles of modern life. The trains stopped colliding. The surgeon and the anaesthetist arrive in the same hour; the flight from Tokyo lands where the timetable said it would; the world works, at every scale, on a coordination so complete nobody notices it anymore. The cost sat elsewhere. Every standard purchases coordination by retiring verification. You gain a working world and surrender the ability to check it yourself. Noon used to be overhead. Now it is announced.

Outdated and mediocre
More changed hands in 1840 than punctuality. Standard time was the first fact humanity agreed to receive rather than observe. For everything before it, the model of a fact was noon: present to everyone, owned by no one, checkable by looking. After it, the model of a fact became the timetable: issued centrally, accepted on trust, correct because the issuer says so.
The pilot programme worked so completely that it was rolled out across the whole of modern life. The price arrives announced. The score arrives announced. The map, the record, the balance in your account: announced, every one, by institutions you cannot audit, on the pattern the railway proved on time first. A fact you can check is a possession. A fact you are told is a subscription. In 1840 the species traded its oldest possession for its first subscription, and the entire announced world followed through the gap.

A Time Machine
It is also invoiced, because time has become the most literally monetised commodity in Britain. Under the rules that govern the City, a high-frequency trading firm must keep its clocks within 100 microseconds of coordinated universal time, on pain of fines running to €5m or 10% of global turnover, and the state's own timekeeper, the National Physical Laboratory, sells the solution: certified time, piped from the national atomic clocks into the datacentres by fibre, accurate to a millionth of a second, delivered through authorised resellers. The arrangement is over a century old. It is Ruth Belville's round, run at the speed of light, the observatory's heir charging the banks a subscription for certified access to the master clock. Her handbag became a product line, and the customers never stopped being the banks.
Feel how total the arrangement is in your own morning. You no longer set clocks; the verb itself is dying. The phone corrects itself in the night, against a server, without asking, the largest subscription on earth folded invisibly into the bill, and you wake directly into announced time, consulting it before your feet touch the floor, and the day that follows is timestamped end to end, down to the messages that report themselves seen at 14:32, so that even your friendships now keep railway time.

Follow the time to its source. The chain has not shortened; it has left the country. Your phone asks a satellite, and the satellites belong to GPS, which is built, flown and operated by the United States Space Force, which means every timestamp in Britain, every contract, every trade, every train, now rests in part on the goodwill of another nation's military. The government has priced the exposure itself: its Blackett review put the cost of losing satellite timing for 5 days at around £5.2bn, and since walking out of the EU's Galileo programme, Britain owns no clock in the sky at all. When the earth's rotation drifts and a leap second is declared, Google smears it rather than observing it, stretching the surrounding seconds across its servers so that its systems never encounter the extra one, a private company adjusting the length of a second across its estate, and no parliament anywhere was asked.

Even the six pips, Britain's oldest broadcast time signal, now arrive seconds late over digital radio, an announcement that has outlived its own accuracy, and nobody has thought it worth fixing. The divorce has a date. In November 2022, at a conference held, of all places, at Versailles, the world's measurement authorities voted to abolish the leap second by 2035, the small correction that has kept the announced time within a second of the sun's since 1972. The campaign was led in public by Meta, Amazon and Google, whose systems crash on the extra second; Russia voted against; and once the change lands, clock time will be permitted to drift from the sky, uncorrected, for at least a century. The smearers won the vote. For the first time since our species began counting days, the time will owe the sun nothing at all.

Beneath the grand infrastructure sit the small clocks, the ones that would have been at home in Thompson's mills: the rota app that posts your shift at 10pm the night before, the gig platform's clock that starts paying when it says so, the warehouse scanner counting your seconds against the picking rate, the green presence dot that has become white-collar Britain's timesheet.
The mill owner's clock had one hand and hung where you could at least see it. Its descendants run in server rooms abroad. The railway, meanwhile, has completed its own circle: the successors of the company that invented national time now settle with you by the minute against it, 15 late and Delay Repay owes you a slice of the fare, so that lateness, the fact GWR created in 1840, finally trades at a published price.

One clock never adopted the reform at all. Your body still runs on the sun. The circadian rhythm tracks light, and the researchers who study it can measure the drift wherever the official time and the sky disagree, sharpest along the western edges of time zones, where whole populations live permanently a few degrees adrift of their own biology, Spain being the famous case, running on Berlin's meridian since 1940. The 1840 conversion reached every wall in Britain. It never reached a single body.

The old instrument is still up there. It crossed Bristol 11 minutes after Greenwich at noon today, as it did through the conferences, the statutes and the satellites, and on a clear day above Corn Street it still agrees with the losing hand. It answers to no company, no committee and no state; a child can check it; it costs nothing, and it is lost for exactly that reason. Nobody could bill the sky. The whole history above, the railway, the subscription, the smear, the vote at Versailles, is the long sound of people working out how to bill everything underneath it. So take the one dissent still on offer. Some clear noon, on a pavement somewhere, look up, and mark where the sun sits against where the clock says it should. That gap is the distance between where you are and where they want you, and after 2035 it will only grow. Bristol built a second minute hand so it could keep watching. Keep one of your own.
